Hotspots are basically volcanoes formed on islands, due to moving continental plates over the same magma source beneath its surface. The point of difference between the two is, that the hotspots are formed due to movement of plates, whereas volcanoes are formed due to O-O or O-C collision. 
The reason of formation of hotspots is still unkwn. There are many examples of hotspots. Like chagos islands and the series in Indian Ocean, and many more.
